Washington Terrace Redevelopment
This city government project appealed to me because on the outside it looks like help, but in reality I had to ask what is it really?
Harold K. Jordan & Company (HKJ) is serving as the General Contractor for the new construction project of Washington Terrace, an affordable living community owned by DHIC, a local non-profit developer of affordable housing. HKJ is seeking specialty trade contractors to provide labor, materials, and equipment and is hosting this outreach event to promote and encourage the participation of historically underutilized businesses (HUB) in Tier 1 and Tier 2 opportunities.
During event, HUB contractors and suppliers will have the opportunity to network with key personnel and the project management team and to learn more about contracting opportunities on this project.
Historically Underutilized Business (HUB) participation is strongly encouraged in all bid packages. The GC and Owner reserve the right to add pre-qualified bidders. The GC and Owner reserve the right to reject any and all bids.

DHIC, Inc. is a non-profit leader in affordable housing, dedicated to the creation and preservation of high-quality affordable housing opportunities for seniors, families and individuals with limited incomes in the Research Triangle region of North Carolina.
Washington Terrace was built in 1950 and is situated east of downtown Raleigh, between St. Augustine’s University, North Raleigh Boulevard, and north of Oakwood Avenue. The property sits on 23 acres and currently features 66 buildings and 245 rental units.
DHIC purchased Washington Terrace in January 2014 and conducted a year-long community and civic engagement process that resulted in the adoption of the current Washington Terrace master redevelopment plan that will result in the creation of 300+ quality, affordable apartment homes in east Raleigh.
Phase I of the redevelopment plan will include The Village at Washington Terrace, which will feature 162 modern; energy-efficient apartment homes for families; a new community center with a children’s play area and recreation space; and a community garden and a child care center. Demolition and construction for Phase I will get underway in August 2017. Subsequent phases will include additional affordable housing opportunities for seniors and families and will be approached under a separate contract agreement.
